The introduction of the New Austro-Tact in June 1991 caused a shortage of diesel locomotives with electric train heating at ÖBB. In order to release the series 2043 and 2143 for passenger train service, 34 locomotives of the DB series 211 were procured. The locomotives, which were repowered with a Caterpilar motor, were used in the Wels, Wien Nord, Amstetten and Krems train haulage companies for shunting and freight trains.
